The diversity in access points for the San Joaquin River, in the heart of the Central Valley of California, is time sensitive to the life force and spark of the character of Fresno County and specifically, the Fresno/Clovis/Madera citizens.

In consideration, Fresno is the 5th largest city in the state, we are a fantastic and affordable city for relocation, with great schools and a wonderful travel destination point to which can enhance our economic development through this project sooner than later.
While the law may hinder the spirit and nature of the concern, it may be important to go back and refocus on why the Palm/Nees entrance is key. Possibly identifying a polyphany of ideas such as the process needed to address the people (Spanos and Residents) to attain the easement, the priority in which the community at large seeks (Voice of the Constituents), along with overall prosperity, (a PAID ENTRANCE at Riverview Drive for moderation and immediate access) can be key!
While government law can be cumbersome, what is most important is to focus on the goal at hand... opening the park, and allowing access to finding answers around the overwhelming obstacles.
It is clearly seen, the overall health outcomes of the citizens of Fresno County rank 52/57 in the state, and are in need of an overall lift as it relates to the quality of life (57), the physical environment (54), and social & economic factors (53) to which directly impact health behaviors (44).
